TOMLJANOVICH, Justice.

The United States District Court, District of Minnesota, Third Division has certified to this court, pursuant to Minn.Stat. § 480.061 (1992), two questions of law pertaining to the effect of a 1992 amendment to the Minnesota Life and Health Insurance Guarantee Association Act, Minn.Stat. §§ 61B.01-.16 (1992). We answer the first certified question by holding that the 1992 amendment to the Act’s definition of “contractual obligation” effects a substantive change in those obligations, and answer the second certified question by holding that the right to payment…
