Presently pending in this civil action are cross-motions for summary judgment filed by both plaintiffs and defendants. Plaintiffs are the International Caucus of Labor Committee (hereinafter “I.C.L.C.”) and one of its members, David McVey. Plaintiffs have here sued the Motor Vehicle Administration (hereinafter the “MVA”) of the Maryland Department of Transportation, as well as two state officials, claiming under 42 U.S.C. § 1983 that the actions of the defendants violated plaintiffs’ constitutional rights under the First and Fourteenth…
