Affirming.

The City of Park Hills, hereinafter referred to as the City, filed this declaratory judgment action against D. Collins Lee and Robert C. Simmons to have the chancellor determine whether the City was the owner of certain water mains constructed by appellants, or whether appellants had the right to collect from the residents -of the City a charge of 3c per 100 cubic feet of water delivered them through these mains.
