Appellant Luis Segundo Vilches-Navar-rete (“Vilches”) was convicted of: (1) pos*5session with intent to distribute five kilograms or more of cocaine, in violation of the Maritime Drug Law Enforcement Act (“MDLEA”), 46 U.S.C. § 70503;2 and (2) conspiracy to possess with intent to distribute more than five kilograms of cocaine, in violation of 46 U.S.C. § 70506(b) on multiple grounds.
