This government contracts case comes before the court on defendant’s motion to dismiss for lack of subject matter jurisdiction. The plaintiff, Bonneville Associates (“Bonneville”), contracted with the defendant, acting through the General Services Administration (“GSA”), for the repair and sale of an office building. Disputes arose regarding certain contractual obligations of Bonneville.
