Plaintiff Kamal Saleh brings this claim against three current or former executive department heads — Eric Holder, John Kerry, the Secretary of State, and Rand Beers, a former Acting Secretary of *137Homeland Security.1 This action is brought under the Administrative Procedure Act (“APA”), 5 U.S.C. § 706(1), and the mandamus statute, 28 U.S.C. § 1361.
