Section 5 of the Voting Rights Act of 1965 (Act), 79 Stat. 439, as amended, 42 U. S. C. § 1973c (1970 ed., Supp. V),1 *113requires that States, like Alabama, which are covered under § 4 of the Act, 79 Stat. 438, as amended, 42 U. S.
