OPINION AND ORDER
SESSIONS, District Judge.
In this action for injunctive and declaratory relief against the United States Forest Service (“USFS,” “Forest Service”), Plaintiffs Friends of the Earth, et al, (“Friends”) move for a preliminary injunc tion (paper 29) and for partial summary judgment (paper 31).
