Appellees, who were township assessors, sued appellant and the county council of Clay county, the county auditor of Clay county, and the individual members of appellant and said county council to recover *94an alleged balance claimed to be due them for tbeir services as such assessors, and also for a writ of mandate against the county council to compel it to make an appropriation of money to pay such claimed salaries, and to compel the auditor to issue his warrants to them, respectively, on the treasury for the amounts appropriated.
