OPINION AND ORDER

Alexander D. Ricci, plaintiff herein, has brought suit against the Pennsylvania State Board of Law Examiners, alleging that Rule 9 A(2) of the Supreme Court of Pennsylvania, 1 as interpreted by the Board, is violative of the Fourteenth Amendment to the federal Constitution in that it purportedly denies the plaintiff due process and equal protection of the laws. The plaintiff has invoked this Court’s jurisdiction pursuant to 28 U.S.C. §§ 2201, 2202, 2281, and 2284.
