OPINION

APODACA, J.

{1} This is an administrative appeal from the district court’s judgment, which reversed a final order entered by Respondent New Mexico State Personnel Board (the Board). Petitioner Cynthia Clark (Worker) appealed her dismissal from employment with Defendant Children, Youth and Families Department (the Department). A hearing officer for the Board entered a decision and order denying Worker’s appeal for lack of jurisdiction on grounds that she did not have a right of appeal.
