The plaintiffs, Bays’ Legal Fund and Greenworld, Inc., 1 requested that this Court issue a preliminary injunction ordering the defendants, Carol Browner, Secretary of the U.S. Environmental Protection Agency, and Ronald Brown, Secretary of the U.S. Department of Commerce, 2 to take the necessary actions to discontinue construction of a mu nicipal sewerage discharge tunnel.
