This case raises the question of whether the jurisdiction of the Federal Power Commission (FPC) under the Natural Gas Act (Act), 15 U.S.C. § 717 et seq. (1970), extends to the production, transportation, and sale of unmixed syn-*140thetic gas produced from coal. The Commission has ruled that it has no jurisdiction over this kind of gas, on the ground that it is “artificial” within the meaning of § 2(5) of the Act, 15 U.S.C. § 717a(5) (1970).
