OPINION

COMPTON, Justice.

The Alaska Public Utilities Commission (APUC) issued a certificate of public convenience and necessity for the Healy Clean Coal Project (HCCP), a coal-fired power plant in Healy, Alaska. The Alaska Federation for Community Self-Reliance, Trustees for Alaska, Northern Alaska Environmental Center and Dave Lacey (collectively, “the Federation”) challenge APUC’s decision.
