INTRODUCTION

Plaintiff Francisco Ramos is an inmate in the custody of the New York State Department of Correction Services (“DOCS”). At all times relevant to his claims, plaintiff was incarcerated at the Attica Correctional Facility (“Attica”) in Attica, New York. Plaintiff’s complaint alleges that defendants violated his Eighth Amendment right to be free from cruel and unusual punishment.
