MELLOY, Circuit Judge.

Norma Dixon — an African-American woman who has worked for the Pulaski County Special School District (the “School District”) since 2001 — applied for a “Buyer” position with the School District in 2006. She was not given an interview for the position, and she sued for racial discrimination under 42 U.S.C. §§ 1981, 1983, 2000(e) and Arkansas Code section 16-123-101.
