The City of Lakeland, Florida, is a municipal corporation existing under and by virtue of Chapter 10754, Special Acts, 1925. Section 85 of the Charter Act aforesaid requires the City of Lakeland to annually levy and collect such sums as may be necessary to pay interest upon the indebtedness of the City, and to create a sinking fund for *714the payment of such indebtedness as may be incurred.
