In the above-captioned case, plaintiff Gazpromneft-Aero Kyrgyzstan LLC (GPNA-K), a limited liability corporation formed under the laws of the Kyrgyz Republic, with its principal place of business in the Kyrgyz Republic, alleges breach of contract by defendant United States, acting through the Defense Logistics Agency Energy (DLA Energy).
