The United States of America (the “Government”) filed this action against Dico, Inc. (“Dico”) and its corporate affiliate Titan Tire Corporation (“Titan Tire”), (collectively “Defendants”) under the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (“CERCLA”), 42 U.S.C. § 9601 et seq.
