Factual Background
On April 8, 1998, Plaintiff Anthony M. Williams filed a complaint naming the Lehigh County Department of Corrections and individuals Albert Gonzales, Eric Gaumer, and Dale E. Boehm as defendants under 42 U.S.C. § 1983. Plaintiff states that on October 30, 1996 he was beaten by Officer Gau-mer and that Officer Gonzales and Officer Boehm witnessed the abuse but did not intervene; in fact, they attempted to conceal the event.
