MEMORANDUM OPINION
GLADYS KESSLER, District Judge.
Relator Anthony Head (“Relator” or “Head”) brings this qui tam suit under the False Claims Act, 31 U.S.C. §§ 3729 et seq. (“FCA”), on behalf of the United States against Defendant Kane Company (“Defendant” or “Kane Company”), a Maryland corporation that specializes in providing moving services and other logistics to government agencies. Also named as Defendants are Office Movers, Inc., a subsidiary of Kane Company, and Management Alternatives, Harris Design Group, Settles Associates, and Perara Group, which subcontracted work to Kane Company.…
