The United States brought this action against defendants Toyobo Co., Ltd. and Toyobo America, Inc. (collectively “Toyobo”), individual defendants Thomas Bachner, Jr. and Richard Davis, and others 1 alleging violations of the False Claims Act (“FCA”), 31 U.S.C. §§ 3729-3733, as well as common law claims, in connection with the sale of allegedly defective body armor.
