Plaintiffs — the States of New York, New Jersey, Connecticut and Massachusetts (the “State plaintiffs”), and the National Resources Defense Council, along with eleven other nongovernmental public health, environmental, religious, and farm-worker organizations (the “NRDC plaintiffs”) — filed two separate actions challenging the Environmental Protection Agency’s (“EPA”) determinations on its reassessment of the safety of various pesticide residues on foods under the Food Quality Protection Act, Pub.L.
