VINSON, Associate Justice.

Appellant brought this action in the District Court against the Comptroller General, the head of the General Accounting Office. The prayer is for a declaratory judgment. The Comptroller General’s motion to dismiss was granted.

Our statement of the case is a synopsis of the complaint. Plaintiff (appellant) had a contract with the Government to furnish the War Department supplies in the gross amount of $92,000 plus.
