In 1928 Chesterfield County entered into a reimbursement agreement with the highway commission (State Highway Department) as authorized by the statutes of the State then applicable. By the terms of the agreement Chesterfield County bound itself to advance to the commission, within sixty days after demand, $400,000.00 to be used by the commission in the construction of certain highways in Chesterfield County.
