POSTER, Circuit Judge.

The United States filed a libel of informatí°n, in two counts, for the condemnation and forfeiture of the motorboat Sterling. The libel is inartifieially drawn but sufficiently alleges the following facts: The Sterling was granted a license by the United States for the coasting trade, on May 31, 1932. Under the command of her owner, Wilee Pieou, she pro-*855seeded from an unknown point in the United States and on November 18,1932, was discovered by the Coast Guard at a point on the high seas about 19 miles oil the Louisiana coast, alongside of a foreign vessel, the Leon…
