FAHNER, Attorney General of Illinois, for a judgment ordering restitution and imposing a civil penalty pursuant to the Illinois Consumer Fraud and Deceptive Business Practices Act and for a determination that Debtor’s obligations to certain named consumers and for the civil penalty requested are nondischargeable pursuant to § 523(a)(2) and (7) of the Bankruptcy Code, and upon Debtor’s Motion to Strike and Dismiss the Complaint, and
