PAPADAKOS, Justice.
This case presents the question of the relative authority of the Juvenile Court of Allegheny County as opposed to that of Children and Youth Services of Allegheny County (“CYS”) which has legal custody of Tameka M., a dependent child, with respect to choosing educational and therapeutic plans in the child’s best interest. Tameka M., who was born on January 21, 1981, was adjudicated dependent by the Juvenile Court and placed under the supervision of CYS in March, 1983.
