MEMORANDUM OPINION AND ORDER
Plaintiff has brought two actions for damages against various law enforcement officials, the Virgin Islands Government and the U.S. Government for an incident that stemmed from a bank robbery in St. Thomas in 1978. The first action, Civil No. 1980/289, is brought pursuant to 42 U.S.C. §§ 1983,1985(2) and (3), and common law tort where the plaintiff alleges that her Fourth Amendment, Revised Organic Act, and common law rights were violated.
