OPINION

LYDON, Senior Judge:

This government contract case is before the court on defendant’s motion to dismiss plaintiff's complaint for lack of subject matter jurisdiction, pursuant to RUSCC 12(b)(1), which plaintiff opposes. At issue is whether plaintiff, Reliance Insurance Company (Reliance), properly certified its claim for an equitable adjustment to the contract before submitting it to the contracting officer for final decision.
