This is a suit brought by appellants, as citizens, residents and taxpayers, seeking, inter alia, a declaratory judgment regarding the validity of Act 404 of 1955, known as the “Arkansas Industrial Development Act,” and hereinafter referred to as “Act 404.” The Trial Court sustained a demurrer to the complaint and- dismissed the suit; and this appeal resulted.
