At the Red Bam Pool Hall, a fight broke out between Douglas Villegas and several members of a gang. He fired a gun, wounding three and killing another. Villegas is an El Salvadorian national, but the arresting officers did not inform him that, under the Vienna Convention on Consular Relations, April 24, 1963, 21 U.S.T. 77, 596 U.N.T.S. 261, 1967 WL 18349 (ratified November 24, 1969) (Vienna Convention), he had the right to contact that country’s consulate.
