The plaintiff has appealed from a judgment of the Superior Court which, in effect, sustained a 1984 decision of the board of appeals of Lakeville by which the board refused to order the town’s building inspector to issue a building permit to the plaintiff for use in connection with the renovation of three dwelling units in a building located in the residence zoning district of the town. The questions for decision are the proper construction (1) of the third paragraph of G.
