The Appeals Court affirmed a judgment by the Land Court upholding a denial of the plaintiff’s application for a building permit and special permits. 40 Mass. App. Ct. 71 (1996). We granted the plaintiff’s application for further appellate review. We also affirm.
The plaintiff is the owner of property in Provincetown. In 1951, when Provincetown enacted its first zoning by-law, this property’s primary use was a fuel storage and distribution facility by a company known as Holway Oil, which use continued through November 13, 1978, when a comprehensive revision of the by-law was adopted.
