This controversy has become so intricate that we cannot dispose of it as briefly as we should like. But we shall try to condense the facts as much as possible.
The transactions to be summarized began more than ten years ago, 'when the United States Fidelity & Guaranty Company became surety on several bonds given to the government by contractors on public works.
