The United States appeals from an adverse judgment awarding the1 Estate of Kenneth M. Trentadue and members of Trentadue’s family $1.1 million in damages under the Federal Tort Claims Act (FTCA), 28 U.S.C. §§ 1346(b), 2671-80 (2000), for the intentional infliction of emotional distress following Trentadue’s death at a federal detention center in Oklahoma.
