Appellant, Arthur Sitas, sued appellees, the City of San Angelo, a municipal corporation operating under a home rule charter; R. L. Henderson, individually and as the executor of the estate of Martha E. Henderson, deceased, the owner of the St. Angelus Hotel property in the City of San Angelo; C. C.
