This is an action for declaratory judgment and injunctive relief against the Forest Service and its employees (Forest Service). Plaintiffs challenge the Forest Service’s decision to offer the Calapooya II Timber Sale on the North Umpqua Ranger District of the Umpqua National Forest, without examining or discussing the vegetation management strategy of prevention.
