MEMORANDUM OPINION
KOLLAR-KOTELLY, District Judge.
This is the second time that the Court must rule on a motion to reconsider judgment in this protracted Administrative Procedure Act litigation. In actuality, the Court must entertain two motions to reconsider judgment: the first filed by Plaintiff Hawaii Longline Association (“HLA”) and the second filed by Defendants National Marine Fisheries Service (“NMFS”) and Secretary Donald L.
