Plaintiffs Sierra Club and several other environmental and wildlife organizations, and individual plaintiff Al Thieme, bring this action against defendant United States Fish and Wildlife Service (FWS). As a result of an earlier ruling, the Oregon Department of Fish and Wildlife (ODFW) is an intervenor defendant. Plaintiffs challenge a study to be conducted by the ODFW, funded in part by the FWS, and described in more detail below. Plaintiffs bring three claims.
