This case arises under the Federal Service Labor-Management Relations Statute (“FLRS”), 5 U.S.C. § 7101 et seq. (1982). Enacted as part of the Civil Service Reform Act of 1978 (“the Act”), the FLRS provides a statutory framework for the governance of labor relations between federal agencies and their employees.
