Plaintiff-Appellant Sergeant Keith Leon Austin claims that the United States Army improperly denied him benefits under the Servieemembers’ Group Life Insurance Traumatic Injury Protection (“TSGLI” 1 ) program for injuries he suffered during his service in Iraq. He filed suit in district court challenging the Army’s decision to award him only $25,000 of the $100,000 he requested in insurance benefits under TSGLI.
