Plaintiff Ladale Rich is a veteran of the United States Navy who suffered traumatic injuries in a motorcycle accident on May 21, 2014. In November 2014, Rich submitted a claim for benefits under the Servicemembers' Group Life Insurance Traumatic Injury Protection ("TSGLI") program, stating that he was unable to independently perform at least two "activities of daily living" ("ADLs") as a result of his injuries.
