The motion before the court is proof that “[t]he goals of efficient judicial administration are retarded, not advanced, when the pleadings are used as a battleground for legal skirmishes without the necessary factual development upon which to focus a decision,” particularly in an action based upon asserted violations of the antitrust laws.
