DAVIS, Judge:
U.S. Army veteran Clabon Jones appeals through counsel from a March 16, 2006, Board of Veterans’ Appeals (Board) decision that denied him entitlement to an effective date earlier than May 19, 1989, for his service-connected post-traumatic stress disorder (PTSD). On July 9, 2008, this Court issued a single-judge memorandum decision that affirmed the 2006 Board decision. Mr. Jones filed a timely motion for reconsideration or, in the alternative, panel review of the single-judge decision.
