Tyrone James appeals from a District Court order dismissing his complaint against numerous defendants who were involved, in some form, with his January 2001 arrest, detention, interrogation, and prosecution for state drug charges. This is his second attempt, aside from the challenges raised in his criminal proceedings, to seek monetary and injunctive relief for alleged violations of the Fourth, Eighth, and Fourteenth Amendments, as well as 42 U.S.C. §§ 1985, 1986 and 18 U.S.C. § 1691.
