OPINION
POGUE, District Judge.
Plaintiffs, Fujitsu Limited and Fujitsu America, Inc. (“Fujitsu”) move for judgment on the agency record pursuant to U.S. CIT Rule 56.2 challenging the United States Department of Commerce’s (“Commerce”) “domestic like product” determination and Commerce’s decision not to initiate a standing inquiry in its investigation of vector supercomputers from Japan.
