Santiago Pena-Ruiz, a federal prisoner proceeding pro se, appeals from the District Court’s orders dismissing his complaint. For the reasons that follow, we will summarily affirm the District Court’s orders.

Pena-Ruiz is currently incarcerated at the Federal Correctional Institution at Florence, Colorado. On May 20, 2007, he filed a complaint under Bivens v. Six Unknown Federal Narcotics Agents, 403 U.S. 388, 91 S.Ct. 1999, 29 L.Ed.2d 619 (1971), in the United States District Court for the District of New Jersey.
