HALLEY, Justice.

This is an appeal from a decree of the-District Court of Cleveland County, entered September 10, 1959, establishing the Central Oklahoma Master Conservancy District, under the provisions of 82 O.S. Supp.1957, Section 531 and Section 541 et. seq. It is not disputed that petitions praying for the formation of such district were properly filed in the Supreme Court of Oklahoma, and that such Court referred the same to the District Court of Cleveland County which found that proceedings were in all respects complied with according to law and that the District Court of Cleveland…
