Pending before the court in this review of a decision of the Army Board for Correction of Military Records (“ABCMR”) are the parties’ cross motions for summary judgment. After extensive briefing and oral argument, the court posed additional questions concerning the record and applicable law to the parties. They responded with a helpful joint stipulation and additional argument.
